Impact Fee Increases

Notice of Commencement Filing Procedures
Starting October 1st 2007, The City of Naples, Florida Building Department will no longer require the filing of a Notice of Commencement form to be submitted at the time of permit issuance. All recorded Notice of Commencements will be verified at the active permits first scheduled inspection.
The procedure will be as follows:
- The contractor/owner builder will call in a #011 Notice of Commencement inspection along with their first scheduled inspection on all construction projects of $ 2,500.00 or more, or any replacement/repair of heating or air conditioning systems of $7,500.00 or more.
- The inspector will verify that the N.O.C has been recorded and enter the page number along with the results of the first scheduled inspection.

- Please note, all permits issued prior to October 1st 2007 will abide by the City of Naples, Florida Building Departments policy prior to the changeover.

Public Art
On November 15, 2006 the City Council adopted an ordinance that requires developers for all new multiple-family and non-residential projects to incorporate a work of art, or to contribute toward a work of art, at a value equal to one dollar for each square foot of new construction. All projects that are subject to Design Review Board approval will also be required to comply with the new public art ordinance. Projects limited to façade improvements or interior renovations with no additional square footage will be exempt. The City of Naples Building and Zoning Division has a representative on duty evenings and weekends to handle complaints regarding construction code violations and construction sites. For questions or complaints on active construction sites contact the building and zoning division at 213-5020 weekdays, 564-9109 after 5:00 p.m. and all day on weekends and holidays. Code enforcement other than construction code violations is handled by the police department. If you have a code enforcement issue not related to a construction site, please call code enforcement at 213-5030, or after hours call 213-4844.
- Construction activity is limited to the hours of 7:00 am to 6:00 pm Monday through Saturday. Excluding these holidays: New Years Day, Memorial Day, July 4th, Labor Day, Thanksgiving Day & Christmas Day.
- Fencing, sanitary facilities and dumpsters are required on all active construction sites for new homes.
- Per city codes, dust, debris and water run-off from active construction sites cannot overflow on to neighboring properties.
- Storage of construction materials in the right-of-way is prohibited
- During the National Weather Service Designated hurricane season, building or roofing materials shall not be loaded on a roof earlier than ten working days prior to the permanent installation of the materials.

Our Mission
Before any project can be accomplished all of the participants must share the same philosophy. With that goal in mind, the Building and Zoning Division staff recently drafted the following mission statement.
"Our mission is to help maintain the City of Naples superior quality of life by insuring quality development and redevelopment by securing compliance with City codes and regulations; maintaining the integrity of residential and commercial neighborhoods and managing programs that support these objectives in accordance with the codes or ordinances and the policies of the city."

New Building Codes Adopted as of December 08, 2006

Single Family New Construction Presubmittal Checklist
We have developed a presubmittal checklist for new, single family construction. This checklist, available in our Permit Forms section, lists all items that must be submitted for any new single-family construction. Please make sure you have included all items on the checklist with any permit applications so that your application is not unduly delayed.
Permanent Home Generators
Homeowners wishing to install generators on existing homes must employ the services of a licensed contractor. A generator installation will require the services of an electrical, and possibly building contractor. All permanently installed generators require a permit from the Building Division. New homes installing permanent generators must obtain a separate generator permit in addition to the New Single Family Building Permit.
Also, please note that for new construction and existing structures located in a VE Flood Zone, generators must be located at or above the current base flood elevation (BFE). However, for existing structures located in an AE Flood Zone, installation of generators servicing the building must be at the predominant elevation of the lowest floor of the home. Wind Load Design Requirements
As coastal populations and development increase, the threat of injuries, deaths and damage to property during hurricanes and violent storms has intensified. A major cause of property damage and injury is the penetration of the building envelope by wind-borne debris caused by powerful wind, relentless rain and internal/external pressure changes. The Florida Building Code has minimum requirements to ensure that buildings in the Wind-borne Debris Region can withstand the impact of wind-borne debris. The State of Florida has determined that the City of Naples lies within Wind Zone 3, delineating 130-139 mph wind speeds.
However, local governments may establish more restrictive wind speed/wind-borne debris zones within their own jurisdictions. In response to the ever-increasing hurricane seasons and potential damage caused by Category 4 wind speeds, the City of Naples adopted a higher wind load design requirement than suggested by the State of Florida. Buildings, structures and parts thereof, shall at a minimum, be designed and constructed in accordance with Chapter 16 of the Florida Building Code 2004 using a wind velocity of 140 miles per hour (mph).
If a Florida licensed engineer or architect would like to extrapolate specific wind zone design requirements less than the standard 140 mph wind speed, they may do so by viewing the Wind-Borne Debris Region map located in the Building and Zoning Division at 295 Riverside Circle.

Building Permit Forms
The City of Naples Building and Zoning department maintains many of the permit application forms online in an Adobe Acrobat format. You will need the free Acrobat Reader from Adobe to use these files.

The City of Naples Building and Zoning Division believes that educating the citizens and contractors performing work in the City of Naples is an important part of our operations.
